What the general laws about building your own muzzleloaders.Can they accept commercial ammo,do they have be rifled or have a minimal barrel length,ect.I can't understand legalese at all,it just makes me more confused.

Not sure of your definition of 'modern ammunition'? It's the action that will cause you problem with the ATF. Example, making a ML from a Remington 700 action (or comparable) will get you in trouble - more so if you are making them to sell.
If you're coping an original percussion or flint - no problem.
What are you thinking of doing?

Actually, I should have stated - you can do it (Rem 700), but it will need FFL transfer if you sell.

Under the Federal law blackpowder guns are not regulated as firearms they carry the class as relics or curio. The only thing a person would need to worry about is a patent infringement. If you were building your on gun and it was classified as a firearm under the federal definition, you would need a class 2 manufacturing license to build it. Henceforth the reason convicted felons can own blackpowder guns. Hope that helps
